A 2010 built bulk carrier was inspected. Out of 8 deficiencies recorded, the company of the vessel appealed for the deficiency below:

07122 Fire control plan -THE LOCATION SYMBOL OF FIRE CONTROL PLAN NOT IN ACCORDANCE WITH MSC/CIRCULAR.451 (Reference: SOLAS ch. II-2)

07122 防火控制圖——防火控制圖的位置符號(hào)不符合 MSC/CIRCULAR.451規(guī)定（參考： SOLAS 第 II-2章）

1.The said vessel was displaying the latest Fire control plan IMO symbol “The Dash type”(see above pictures) on cylindrical containers containing the Fire control Plan stowed next to the main deck Superstructure near Accommodation ladders (P & S) which is in accordance with Res. A 952(23) for ships built on or after 01/01/2004. 

該船采用了最新防火控制圖的 IMO符號(hào)“破折線類(lèi)型”（參見(jiàn)上圖）進(jìn)行標(biāo)識(shí)顯示，該符號(hào)標(biāo)識(shí)設(shè)置在了裝有防火控制圖的圓柱形容器上方，其中，所述圓柱形容器裝配于舷梯附近的主甲板上層建筑旁邊，這種設(shè)置模式符合 A 952(23)決議針對(duì) 2004年 1月 1日或以后建造的船只的規(guī)定。

2.PSC quoted the Circular MSC.451 dated 24/09/1986 in their PSC Report to indicate vessel not displaying the IMO Symbol for Fire Plan as per MSC.451 circular (i.e. Sticker of “Burning ship”), which has been long back replaced by “Dash type” fire symbol.  

PSC在 PSC報(bào)告中援引了 1986年 9月 24日發(fā)布的 MSC.451通函內(nèi)容，以表明船舶未依據(jù) MSC.451通函（即“船只燃燒”的標(biāo)志）規(guī)定顯示防火控制圖 IMO符號(hào)，其中，該符號(hào)早已使用“破折線類(lèi)型”的消防標(biāo)識(shí)。

3.It is understood that ships built before 01/01/2004would not be required to revise their Fire Control Plans, provided their shipboard symbols are in compliance with those symbols contained in Resolution A.654(16) and ships built after 01/01/2004 should use the updated symbols contained in Resolution A.952(23) in their Fire Control Plans.

據(jù)悉， 2004年 1月 1日之前建造的船舶不需要修改其防火控制圖，只要船上使用的符號(hào)符合 A.654(16)決議中的符號(hào)要求，且 2004年 1月 1日以后建造的船舶應(yīng)在其防火控制圖中使用 A.952(23)規(guī)定的最新符號(hào)即可。

1.there are different understanding or interpretation on location symbol/sign for fire control plan between PSCO and the ship/company.

PSCO和船舶以及船公司之間針對(duì)防火控制圖的位置符號(hào)或標(biāo)志的理解或解釋具有一定差異。

2.based on SOLAS CH Ⅱ-2 reg 15.2 it appear to be logical that resolution A.952(23) would be referred to for graphical symbols including fire plan location sign wile MSC/cir451 would be referred to for the duplicate set of fire control plan stored outside deckhouse except for the location.

根據(jù) SOLAS第 II-2章第 15.2條款，包括防火控制圖位置標(biāo)志在內(nèi)的圖形符號(hào)應(yīng)參照 A.952(23)決議要求，同時(shí)，除位置標(biāo)志 /設(shè)計(jì)外，存放在甲板室外的一組備份防火控制圖應(yīng)參照 MSC/Circ.451規(guī)定。
